New Zealand stops COVID19 but not the restrictions

New Zealand Prime Minister Jacinda Hern says NZ has stopped community transmission of COVID19, effectively eliminating the virus. However, most people will still be required to remain at home at all times and avoid all social interactions. New Zealand has had less than 1,500 probable cases and 19 deaths. However, the PM said that the external borders (perhaps outside Australia) will be closed for a “long time to come.”

There are no signs of the virus being present, only 19 deaths and yet she is saying that citizens will not be allowed to travel outside their country “for a long time to come”?
